North Carolina Governor Josh Stein on Wednesday signed a new law in response to the shocking stabbing aboard a commuter train that claimed the life of a Ukrainian refugee, Iryna Zarutska.

The legislation, which was fast-tracked by state lawmakers, mandates increased security on public transit and imposes stiffer penalties for violent acts on trains.

Supporters say it’s intended to close a legal loophole that allowed the assailant’s previous charges to be downgraded.

The killer had a long wrap sheet of prior offenses.
