Biden issues executive order banning government agencies from using 'operational' spyware

President Joe Biden issued an executive order on Monday banning U.S. government agencies from using spyware that poses a threat to national security or is implicated in human rights abuses. Dozens of U.S. diplomats and state department employees have had their phones targeted by spyware. The executive order does not ban agencies, such as the FBI, from using spyware for testing purposes.
