Russian President Vladimir Putin signed a decree honoring Steven Seagal with the Order of Friendship. The American actor became a Russian citizen in 2016 and personally received his passport from Putin. Seagal has supported the Russian invasion of Ukraine and illegal annexation of Crimea.
