Texas GOP Rep. Keith Self introduced a bill Thursday to repeal the State Department's Diversity Immigrant Visa lottery, which offers permanent residency to up to 55,000 applicants annually from countries with lower levels of immigration to the United States.

The Trump administration attempted to end the program last year after the alleged perpetrator behind shootings at Brown University and MIT used it to enter the country. The alleged shooter was a Portuguese national.

A California judge ruled last week that the administration must reinstate the program, which was created by Congress.

“We cannot allow activist judges to dictate our immigration policy,” Self said in a statement. “The American people elected Donald Trump and this Republican Congress to put America first. That means securing our borders and ending failed immigration policies. We cannot allow liberal judges to force the administration to continue a failed immigration program.”
