House Speaker Mike Johnson is set Monday to reject a bipartisan petition led by GOP Rep. Anna Paulina Luna to allow new moms in Congress to vote by proxy.

The discharge petition asks that such members be allowed to delegate their voting authority to a fellow member who would vote for them on Capitol Hill.

The petition reportedly only has 11 Republicans out of the total of 218 signatures, which represents more than half of the House's 432 members, enough to force a full House vote. 

However, Johnson opposes the proxy process on the argument that it's unconstitutional.
