The former mayor of Windsor, California, was found civilly liable Friday for allegedly sexually assaulting seven women between 2001 and 2020. 

Dominic Foppoli was mayor of Windsor, a town of 26,000, from late 2018 to 2021. The jury ordered him to pay a combined $13 million in compensatory damages, Fox News reported. Foppoli may still be ordered to pay punitive damages, and that phase of the civil trial begins on Tuesday. 

The former mayor has consistently denied all wrongdoing, and he was never criminally charged in connection with the allegations. 

Foppoli resigned as mayor in May 2021 after four women accused him of sexual assault. In their lawsuit, which was filed in April 2022, the seven unnamed women allege he drugged their drinks before assaulting them. One of the accusers, identified as Jane Doe 1, claimed Foppoli raped her dozens of times, including one alleged incident in which she said he handcuffed her to the bed. 

In 2024, the state attorney general's office suspended its criminal investigation into the allegations, saying prosecutors didn't have enough evidence to file charges.
