‘Most wanted’ $1.2B Medicare fraudster arrested in the Philippines

Herbert Leon Kimble allegedly evaded authorities for two years after he failed to appear for sentencing in 2024.

A man the government says bilked $1.2 billion in a Medicare fraud conspiracy was arrested in the Philippines and extradited to the United States, ending a two-year manhunt for the man the Trump administration recently designated a "Most Wanted Fraudster.”

Herbert Leon Kimble was accused by federal authorities of running a billion-dollar fraud scheme centered on the “improper marketing and distribution of durable medical equipment” from 2014 to 2019. 

He pleaded guilty in 2019 to multiple offenses, including conspiracy to defraud the United States, healthcare fraud, wire fraud, mail fraud, making false claims and offering kickbacks and bribes, per Fox News Digital

The scheme involved a “sophisticated call-center-based operation” in which Kimble sought to persuade Medicare beneficiaries to request orthopedic braces for pain relief, which the government says were “frequently unnecessary and prescribed through telemedicine consultations that often lacked legitimate medical evaluation.” 

The prescriptions were sold to medical equipment companies, suppliers affiliated with Kimble would ship the braces, and the companies would bill Medicare for reimbursement. 

The arrest follows the FBI’s announcement of the “Most Wanted Fraudsters” list earlier this month, which included Kimble. The first person on the list taken into custody was Said Abdullahi Ereg, accused of defrauding the Federal Child Nutrition Program during the COVID-19 pandemic as part of the Feeding Our Future scheme in Minnesota.
