The National Park Service plans to begin draining the Reflecting Pool in the National Mall to make repairs, which will include the damage to the lining, after the Fourth of July celebrations. 

The Department of Interior is soliciting bids for a contract to handle long-term maintenance of the pool after the repairs are completed, CNN reported. 

The work will require the contract to clean the pool of debris, animal droppings and leaves around the pool daily. The contractor will also be required to clean filters and skimmers, clean the concrete, gates, steel plates, and valves. 

The pool has been plagued by ongoing algae problems, which have been a problem since it was constructed a century ago, as well as acts of vandalism. Someone, according to U.S. Park Police, cut caulk over the foam sealant with a sharp knife or razor. Approximately 70 fence post tops were also thrown into the pool. 

District of Columbia U.S. Attorney Judge Jeanine Pirro formally announced charges against former Olympian David Hearn in a press conference Thursday afternoon. Pirro said that Hearn pulled up and removed the bottom liner with both hands, damaging about two square feet of sealant. 

Hearn has denied any wrongdoing.
