A former White House teleprompter operator will surrender more than $100,000 in trading profits and pay a $65,000 civil penalty after federal regulators concluded that he used privileged access to presidential speeches to place bets on prediction markets.

The Commodity Futures Trading Commission announced the settlement Friday involving Gabriel Perez, who also received a three-year ban from trading.

Perez had been placed on unpaid leave from his White House job after reports surfaced that he had allegedly used advance knowledge of President Donald Trump’s speeches to bet on which words and phrases the president would say publicly.

Between December 2025 and February 2026, the CFTC said Perez earned $107,500 through prediction-market trades tied to language expected to appear in Trump’s speeches.

The commission said Perez’s position gave him access to presidential speeches before they were publicly delivered. 

“In his position, Perez had access to presidential speeches prior to those speeches being delivered and Perez misappropriated that information — in breach of his duty of trust and confidence,” the agency said in its release.

Under the settlement, Perez must give up all $107,500 in profits and pay an additional $65,000 penalty. The CFTC said the fine was reduced in recognition of his “exemplary cooperation.”

The Associated Press reported that the White House did not immediately respond to a request for comment on the settlement.
