Migrant from Dominican Republic shot by ICE agents had lengthy criminal history

The Dominican Republic migrant shot by ICE agents in the Bronx had a criminal history that included an armed robbery conviction, allegations of drug dealing and reported ties to a violent street gang, according to sources and court records.

Oscar Belgal, 28, is believed to have entered the United States illegally around 2022, reports said. 

A year later, he allegedly robbed someone at gunpoint in Fordham Heights. 

Despite being convicted in 2025, he was accused of selling dangerous drugs within months and was also reportedly linked to a violent street gang, the New York Post reported. 

The allegations have raised questions about how Belgal remained on the streets under New York’s bail and sanctuary policies.
