A Washington, D.C., man was charged with felony assault after allegedly spitting on National Guardsmen while riding past them on an electric scooter.

Scott Pichon was arrested and charged with felony assault on Friday afternoon after allegedly spitting on two National Guardsmen who were on active duty at Union Station, according to an arrest warrant obtained by The Independent.

Surveillance footage showed Pichon riding up to the guardsmen around 4:43 p.m. on an electric scooter before spitting at them.

Amtrak police officer Sergeant Robert Underwood said he witnessed Pichon ride the shooter up to the guardsmen and “make a noise like he was coughing up mucus,” according to court documents.

Underwood said he saw Pichon spit a “mixture of saliva and mucus” on the two men, which hit one in the face and the other on the neck.

Pichon allegedly did not stop the scooter as he spat on the guardsmen, according to court documents.

Underwood then detained Pichon and placed him under arrest. He was charged with felony assault and making physical contact with the two guardsmen while they were performing their official duties, according to the arrest affidavit.

Earlier this month, President Donald Trump deployed the National Guard and federal agencies to assist the Metropolitan Police Department with cracking down on crime in Washington, D.C.
