Rep. Darrell Issa: CA to lose congressional seat for first time with mass exodus

Rep. Darrell Issa (R-CA) says that every ten years since it joined the U.S. in 1851, California has added congressional seats, but will lose a seat for the first time with so many people leaving the state.
