Arizona GOP Rep. Andy Biggs says there is a growing bipartisan consensus for FISA reform

Biggs said that he is hopeful about bipartisanship and believes the Senate will be on board with reforming FISA.

Arizona GOP Rep. Andy Biggs says there is growing support on both sides of the political aisle to reform Section 702 of the Foreign Intelligence Surveillance Act.

"You have section 702, which has been abused literally by hundreds of thousands – literally millions of times by the FBI, as they wrongfully look into the private communications of Americans," Biggs told the "Just the News, No Noise" TV show. "And so that is up for renewal at the end of this year. A group of us have been tasked by leadership in the House to try to come up with something."

At the beginning of 2023, Biggs re-introduced the "Fourth Amendment Restoration Act," which would have prevented warrantless surveillance of Americans and held federal officials accountable if they violated that law. 

Biggs said that he is hopeful about bipartisanship and believes the Senate will be on board with reforming FISA.

"What can we get the votes for?" Biggs asked. "How about requiring warrants? How about punishing FBI officials who knowingly or intentionally or even recklessly surveil U.S. private data sources? So we're ... getting bipartisan agreement. So many of my colleagues across the aisle agree with me on the position."

"I think we have a substantial likelihood of success in the House," he continued. "Once we do, it'll be bipartisan work. And I think the Senate will join us. Then I think President Biden will probably sign it because it will be overwhelmingly bipartisan, and bicameral. So I'm hopeful."
