Tropical storm Debby expected to return to Carolina coastline
Charleston, South Carolina implemented a curfew in its downtown peninsula that was recently lifted.
Tropical Storm Debby is expected to make a second landfall and hit the Carolinas on Wednesday or Thursday, before moving on to northern states.
The storm has already hit coastal towns of Georgia and South Carolina, according to the Associated Press. The southern states will likely be affected into Thursday morning.
On Tuesday, Democratic North Carolina Gov. Roy Cooper declared a state of emergency as flooding hit the coast.
The National Weather Service reported that the Tar Heel state could get as much as nine inches of rain with Wilmington getting hit hard.

“Tropical cyclones always produce heavy rain, but normally as they’re moving, you know, it doesn’t accumulate that much in one place,” the Hurricane Center's Richard Pasch said, according to the AP. “But when they move very slowly, that’s the worst situation.”
