NY Gov. Hochul seeks $13.5B in tariff refunds after SCOTUS ruling

New York Gov. Kathy Hochul, D, this week demanded that the Trump administration refund residents of the Empire State up to $13.5 billion in the wake of a Supreme Court ruling invalidating the tariffs he imposed under the International Emergency Economic Powers Act (IEEPA).
The court's ruling was narrow and only addressed the IEEPA tariffs, which only accounted for a fraction of the tariffs President Donald Trump imposed on foreign countries. But the justices did not provide for or address possible refunds, a prospect likely to lead to additional legal challenges. Hochul, on Tuesday, issued a statement demanding that the administration provide a full refund.
“These senseless and illegal tariffs were just a tax on New York consumers, small businesses and farmers — and that’s why I’m demanding a full refund,” Hochul said. “I’ll never stop fighting for New Yorkers, and that means staying focused on putting more money back in your pockets — not ripping it away.”
Hochul cited the Yale Budget Lab's estimate that New Yorkers paid $13.5 billion in tariffs, though that estimate does not appear to exclude non-IEEPA tariffs.
