"The United States is blessed with a wealth of natural resources," the report states. "Enacting policies that make the most of U.S. resource abundance and promote U.S. energy dominance can meaningfully contribute to economic growth and consumer welfare."

The Department of Energy plans to establish up to 10 hubs nationwide with $7 billion to build interconnected systems of industry and energy projects to replace natural gas and coal with hydrogen.

The hub will be concentrated in West Virginia, but stretch into Ohio, Pennsylvania and Kentucky, supported by almost $1 billion of federal funds.

The US Department of Agriculture is awarding $30.8 million to the nation’s 19 historically Black land-grant universities for agricultural and nutritional research.
Altogether, the planned cuts, which include voluntary retirements and separations in addition to layoffs, would reduce staffing by 23%, from a high of 16,155 employees in January to 12,448 employees after the changes are implemented, according to the EPA.
