Cuomo says issue not with Trump, but with fact that his 'total authority' claim 'factually wrong'

Andrew Cuomo tried Tuesday to explain his seemingly mixed messages about President Trump in their emerging power struggle about the next phase of the coronavirus response in the U.S., saying the Constitution, not his or Trump’s opinion, decides who has authority.</p><p>“He doesn’t have total authority,” Cuomo said at his daily coronavirus briefing. “The statement that he has total authority over the states and the nation cannot go uncorrected. It’s just a factual statement that is just factually wrong. The 10th amendment of the Constitution."</p>
