Sen. Kelly on filibuster: I'll 'evaluate' any proposal based on 'best interest' of country

Arizona Democratic Sen. Mark Kelly says he will "evaluate" any filibuster reform proposal based "what's in the best interest" of the country, not just Democrats. 
"I've been here about 6 months and the United States Senate doesn't function like any other organization I've ever seen," Kelly says
