El Paso Mayor Oscar Leeser discussed efforts to help migrants get out of the cold. El Paso city officials set up a convention center to house migrants without anywhere else to go. Many did not take advantage of the center for fear of getting deported. In a final effort to get them out of the cold, they left two city buses running and encouraged the migrants to come in.
