U.S. Attorney Merrick Garland said the Minneapolis Police Department signed an agreement Friday to address problems identified by the Justice Department’s two-year investigation into the department. Garland said the Minneapolis Police also agreed to negotiate a consent decree with the DOJ, which will require the department’s remedial goals to be overseen by an independent moderator.
