Russian President Vladimir Putin told Turkish President Recep Tayyip Erdogan that Moscow is ready to return to the Istanbul agreements "as soon as the West actually fulfills all the obligations to Russia fixed in them," during a phone call on Wednesday, according to a statement by the Kremlin.
