Rep. Clyde says Congress is hooked on OPM: ‘Other People’s Money’

Representative Andrew Clyde (R-GA) says earmarks in spending packages are “literally Congressional crack.” “The way that earmarks work is that when a member of Congress gets maybe two or three earmarks into a bill, then they’re basically locked in to vote for that bill, to vote for all the other earmarks that are in there,” Rep. Clyde explains. “It truly is a way to corrupt Congress.”
