Israeli officials have reportedly offered Hamas a three-phase cease-fire deal.

President Joe Biden Friday discussed the plan, as the Israeli military confirmed it’s operating in central parts of Rafah as part of an expanded offensive into the southern Gaza city.

Biden said that Hamas is “no longer capable” of carrying out another large-scale attack on Israel, according to the Associated Press, and he urged Israelis and Hamas to come to an agreement to release the remaining hostages.

“Israel has made their proposal. Hamas says it wants a cease-fire. This deal is an opportunity to prove whether they really mean it,” Biden said.
