Senate Republicans would pass additional money for ICE’s removal operations under the budget reconciliation process

Senate Republicans say President Trump is reportedly prepared to compromise with Democrats to reopen the Department of Homeland Security, which is shutdown over a partisan funding dispute.

Trump indicated during a two-hour meeting at the White House on Monday evening a willingness to make a deal to reopen the without fully funding U.S. Immigration and Customs Enforcement,  GOP senators briefed on the meeting, told The Hill newspaper.

Congress has agreed to spending bills over the past several months to keep the federal government fully operational – except for DHS. Senate Democrats are withholding their votes to fully fund the agency until reforms are made to immigration enforcement tactics. 

Trump has further complicated negotiations by trying to connect a vote ID measure, known as the SAVE America Act, to the spending measure.

A Senate Republican source said Trump is willing to separate funding for the Enforcement and Removal Operations from the DHS appropriations bill to get enough Democratic support.

Per the proposal, Senate Republicans would pass additional money for ICE’s removal operations under the budget reconciliation process. Senate Republicans also told Trump that they would attempt to pass elements of the SAVE America Act in the follow-up reconciliation bill.

Senate Homeland Security Appropriations Subcommittee Chairwoman Katie Britt told reporters as she returned to the Capitol from the White House meeting that Republicans believe they have a path to ending the DHS shutdown, which will reach its 39th day on Tuesday.

The meeting occurred after Trump said at a roundtable in Memphis, Tenn., on Monday that the SAVE act and DHS appropriations bill should be combined into one large bill.

"We want voter ID, we want proof of citizenship as part of our funding," Trump said. "We want to merge them so that we can get the great, big, beautiful bill in action. I'm suggesting very strongly that the Republicans, in going for the SAVE America Act, that you weld it into exactly this because voter ID is part of Homeland Security.\
