Two House Democrats joined a group of Republicans on Tuesday to advance a series of GOP-backed legislation after a handful of Republicans would have tanked their passages.

The rule was adopted in a 210-208 split, with five Republicans voting in opposition and two Democrats, Reps. Jared Golden of Maine and Marie Gluesenkamp Perez of Washington, voting in favor.

House Democratic leadership said they were not given any warning that Golden and Perez would vote to advance the slate of bills.

“That came as a surprise,” House Democratic Whip Katherine Clark said shortly after the vote. 

The five Republicans who voted against the rule, which included a Republican bill that denounced socialism, were Reps. Andy Harris of Maryland, Clay Higgins of Louisiana, Ralph Norman of South Carolina, and Chip Roy and Pete Sessions of Texas.

The Republicans said they were not trying to win over other dissenters but opposed the Senate's continuing resolution that would fund the government through Dec. 11, which contains provisions a number of House conservatives opposed.

“People asked us what we thought. We told them," Roy told The Hill. "Andy and I both felt strongly about the fact that they were amending the CR. You didn’t get the CR in the rule, but you know, people got to vote however they want to. So we weren’t like having a big push to try to you know quote kill the rule. I just I wasn’t going to support it.”

The vote comes the same day that the House passed the CR through the suspension of the rules.
