Roosevelt quote on banner hung on Office of Personnel Management in DC likely fake, experts say

Statements misattributed to Roosevelt are so common that the website for the Theodore Roosevelt Presidential Library in Medora, North Dakota, keeps a list of them.

The banner on the facade of the Theodore Roosevelt Federal Building, headquarters of the U.S. Office of Personnel Management, in Washington, D.C., carries a quote that historians say Theodore Roosevelt never said. 

The quote under an image of the 26th president reads, "Courage is not having the strength to go on; it is going on when you don’t have the strength." 

While references online attribute the statement to Roosevelt, experts say there's no evidence he ever said it, The Washington Post reported. Michael Patrick Cullinane, co-director and public historian of the Theodore Roosevelt Center, said that he is "certain" the quote was not from Roosevelt.
