"We will effectively compete with the People’s Republic of China, which is the only competitor with both the intent and, increasingly, the capability to reshape the international order, while constraining a dangerous Russia," the White House said in an announcement about the strategy.
The administration had a strategy plan drafted in January but paused its release when Russia the next month invaded Ukraine, Defense News reported. The release was further delayed by administration staffing changes.
In addition to standard security issues, the 48-page report also covers topics such as creating an "inclusive world," battling climate change and how the Biden administration is combating "domestic violent extremists."
The White House said it recognizes the "immense benefits" of globalization, but "an adjustment is now required to cope with dramatic global changes such as widening inequality within and among countries, the [People's Republic of China's] emergence as both our most consequential competitor and one of our largest trading partners, and emerging technologies that fall outside the bounds of existing rules and regulations."
