President Donald Trump announced Tuesday night at a North Carolina rally that the War Department will be investing $1.5 billion to expand the state's chip production as he aims to boost American manufacturing ahead of the midterms.

The president touted several recent manufacturing wins for the state, including the creation of 15,000 jobs and billions of dollars in investments from companies like Johnson & Johnson, JetZero, Merck and Biogen among others.

Trump announced Sibelco will create a massive manufacturing plant in North Carolina and that the War Department will invest over $1 billion to boost the state's semiconductor chip manufacturing.

“The Department of War will be investing $1.5 billion dollars to produce cutting-edge semiconductor chips right here in North Carolina,” the president said.

Commerce Secretary Howard Lutnick praised the move, highlighting that one of the president's biggest objectives was to return manufacturing to the U.S.

“So, the president had as one of his fundamental objectives was to bring semiconductor manufacturing home to America, right?” Lutnick said. “It’s all made in Taiwan, right? And that’s just too far away for America. So he’s bringing it home."

Lutnick said the new facility in North Carolina will focus on quartz manufacturing, which he claimed was "basically the foundation of semiconductors."

The announcement comes after Trump touted similar investments and deals at other campaign stops ahead of the November midterms. The president has claimed that Taiwan will invest $4.4 billion into the Alaska pipeline and South Korea is investing $200 billion into U.S. energy infrastructure.
