The injuries are not considered life-threatening, and one adult male suspect was arrested on the scene for the incident. The explosion, which occurred at 8:48 a.m. Pacific time, was from an "intentionally set improvised explosive device," the sheriff's office confirmed on X.
Residents are encouraged to stay away from the scene, which is still deemed unsafe, and the city said it has closed the Superior Court, and its City Hall, Finance Department, City Attorney's Office, Public Library, and Recreation and Parks Department for the day.
California Democratic Gov. Gavin Newsom's office said it is monitoring the situation, according to The Hill. The motive for the attack has not been released.
