Biden claims he was 'raised' by Delaware's Puerto Rican community while touring hurricane damage

President Joe Biden claimed his political worldview was shaped by his exposure to the Puerto Rican community in Delaware when he was young.

"I was sort of raised in the Puerto Rican community at home, politically," Biden told a crowd in Puerto Rico while visiting the island to survey hurricane damage, per the Washington Times.

Hurricane Fiona devastated the island in late September, leaving the entire territory without power.

The outlet pointed to estimates that roughly 2.5% of Delaware could be of Puerto Rican background. That figure, however, reflects current residents and was likely a great deal lower during Biden's adolescence, more than half a century ago. 

Biden has a long history of making seemingly non-sensical remarks about his childhood or current issues. Most notably, he claimed to have had an altercation with a local ruffian known as "Corn Pop" while a lifeguard at a local pool.
