Treasury Secretary Yellen: Congress needs to raise the debt ceiling

U.S. Secretary of the Treasury Janet Yellen said raising the debt ceiling is not a matter of the government creating new expenses. “It's a matter of paying for the spending the Congress has already authorized,” said Yellen.
