Indiana Congressman Marlin Stutzman criticizes the lack of a rainy day fund in Washington, D.C., and the tendency to add to the national debt rather than responsibly manage emergency spending. Congressman Stutzman cites that $12 trillion of the $27 trillion public debt is due to emergency spending, and proposes the Emergency Spending Accountability Act to mandate Congress to repay 20% of emergency spending annually over five years to address the irresponsible fiscal practices that have contributed to the debt.
