Russian officials say that a drone strike that hit a packed beach in the Black Sea resort town killed seven people, including three children, and they are saying it was a deliberate attack on civilians. Ukraine is blaming Russia. 

The explosion was captured on video and shared on social media, and verified by NBC News. Moscow accused Ukraine of targeting civilians in the attack, which would be a war crime. In response to the attack, Russia initiated aerial strikes against Ukraine. 

"There can be no justification for such a cynical and inhumane terrorist act targeting children," Veniamin Kondratyev, the governor of the Krasnodar region where the attack occurred, said on his official Telegram channel.

Andriy Kovalenko, head of the Ukrainian National Security and Defense Council’s Centre for Countering Disinformation, said Russian air defenses shot the drone down over the beach, which caused civilians to be killed in the explosion. 

“It was Putin who killed these Russians. Had he not started the war and the strikes on Ukraine, they would be alive," Kovalenko said in a statement.
