Cruz and Cornyn attempt to require Mexico to comply with water treaty to help Texas
Under the proposed amendment, the U.S. government could impose restrictions on federal funding and cut trade and development funds for grantees in Mexico if the country doesn't deliver water under the treaty
Texas GOP Sen. Ted Cruz and John Cornyn are making an effort to require Mexico to comply with a 1944 water treaty.
The legislation comes in the form of an amendment to National Defense Authorization Act.
Under the proposed amendment, the U.S. government could cut trade and development funds for grantees in Mexico if the country doesn't deliver water under the treaty. The amendment would also limit foreign aid to Mexico at 85% of the amount originally appropriated but that would not apply to anti-drug initiatives.
The amendment would require the U.S. Secretary of State to track Mexico’s compliance with the treaty to Congress each year.
The president would then be able to take action against Mexico if it doesn't comply with the treaty.
