Russ Vought: Biden administration is illegally refusing to spend border wall money

Russ Vought, former Director of the Office of Management and Budget under the Trump administration, says that if the Biden administration decides to never spend the money on the border wall that was appropriated by Congress, then they are in violation of the law.
