Cully Stimson, former deputy assistant secretary of defense for Detainee Affairs, says the U.S.-owned Guantanamo Bay detention camp will be used as a “revolving door” for criminal individuals with final removal orders from the country. Stimson says Gitmo has always operated as a system of “letting people out” and “bringing people in.”
