House Speaker Johnson among 86 Republicans who killed warrant mandate amendment in FISA renewal bill

House Speaker Mike Johnson was among the 86 Republicans who voted Friday against including a bipartisan warrant mandate amendment in the bill to renew the Foreign Intelligence Surveillance Act's controversial section 702 surveillance program that passed out of the chamber.

Two other members of GOP House leadership – Majority Whip Steve Scalise, R-La., and Conference Chair Elise Stefanik R-N.Y. – also voted against the amendment.

Johnson, of Louisiana, is scheduled to meet with former President Trump in-person at Mar-a-Lago later Fricay, after Trump earlier this week called on the House GOP to "kill FISA."

The amendment to end warrantless surveillance failed to pass in a tie vote of 212-212 on the House floor.

The legislation to renew FISA through 2026 ultimately passed without the amendment included in a bipartisan 273-147 vote.

The amendment would have prohibited "warrantless searches of U.S. person communications in the FISA 702 database, with exceptions for imminent threats to life or bodily harm, consent searches, or known cybersecurity threat signatures."
